Reports: Mueller Impanels Grand Jury In Federal Russia Probe
Robert Mueller, the special counsel overseeing the federal investigation into Russian interference in the 2016 election, recently impaneled a grand jury as part of the probe, several news outlets reported on Thursday.
The Wall Street Journal reported, citing two unnamed sources familiar with the matter, that the Washington, D.C. grand jury “began its work in recent weeks” and is separate from the one assisting with the probe into President Donald Trump’s former National Security Adviser Michael Flynn. The impanelment of that jury predated Mueller’s appointment as special counsel.
Reuters confirmed, citing two unnamed sources familiar with the matter, that Mueller convened a grand jury.
The empanelment of a new, separate grand jury reflects the scope of Mueller’s investigation into Russian meddling in the election and whether any members of Trump’s campaign colluded with Russia.
Reuters also reported that grand jury subpoenas were issued in connection with a meeting between Donald Trump Jr., the President’s eldest son, and a Russian lawyer.
Trump Jr. attended the meeting after he was promised damaging information on Hillary Clinton as part of a Russian government effort to aid his father’s campaign. It was not clear whether those subpoenas were issued by the grand jury Mueller impaneled.

A fantasist who made up bogus rape and sex assault claims against 15 men in three years for 'attention' has been jailed for 10 years.
Jemma Beale claimed to be a lesbian with 'no desire' to sleep with men, and lodged deceitful complaints to police that led to one of her victims, Mahad Cassim, serving two years in jail.
Beale, from west London, was even awarded £11,000 in compensation while Mr Cassim languished behind bars.
She told police Mr Cassim raped her after offering to give her a lift home - but in fact she got out of the car and told him: 'Get your pants down.'

She insisted she had been raped or attacked but after a five-week trial at Southwark Crown Court a jury of six men and five women took eight hours and 45 minutes to find her guilty of perjury and perverting the course of justice in July.
Sentencing her today, Judge Nicholas Loraine-Smith said: 'This trial has revealed, what was then not obvious, that you are a very, very convincing liar and you enjoy being seen as a victim.

These Volunteers Give Handjobs to the Severely Disabled
The Taiwanese NGO Hand Angel aims to raise awareness of the fact that disabled people are often depicted as completely desexualized, though they have exactly the same desires as everyone else.
Andy is a muscular dystrophy patient who lives with his parents in southern Taiwan. Due to his severe physical disability, he was home-schooled and couldn't leave his house alone, so never really had the opportunity to develop either an active social life or a romantic relationship.
When the Taiwanese NGO Hand Angel—an organization promoting the sexual rights of disabled people—first spoke to Andy, they realized this situation meant he'd also never been able to have a frank conversation with anyone about his sexuality. And as a young gay man who didn't want to speak to his parents about his feelings, this wasn't exactly the healthiest situation to be in.
So, over the course of a few months, representatives from the NGO counseled Andy online, helping him to understand his own sexuality and place in the world. Next, they "smuggled" him out of his house and took him to a motel for a handjob.
Taiwan—officially known as the Republic of China—has one of the best health systems in the world; its million or so disabled citizens receive some of the most thorough medical attention you'll find, including everything from long-term care to traditional herbal medicine. What they don't receive from this system, however, is any kind of aid when it comes to slightly more intimate issues, namely: orgasms.
It was for this reason that a group of social campaigners and volunteers took it upon themselves to create Hand Angel, an NGO whose main service is giving handjobs to the severely disabled.
Members say that their work raises awareness of the fact that disabled people are often depicted as desexualized—as well as having their sexuality constantly neglected—despite the fact they share exactly the same desires as anybody else.
In the Netherlands, the national health system provides a grant scheme for people with disabilities to receive public money to pay for sexual services up to 12 times a year. In Taiwan, sex remains a taboo, and some Buddhists—the sovereign state's primary religion—believe that someone suffering from a disability means they're paying for bad deeds in a past life. So not the best mix for those like Andy, really.
"I can't tell my parents that I also have sexual desires, and I can't come out of the closet in front them," he told me. "My family's care puts lots of pressure [on me] and sabotages me from normal romantic relations."
Vincent, the 50-year-old founder of Hand Angel, lost his legs to polio and says his disability allows him to better empathize with applicants' needs, without any of the patronization disabled people can sometimes face. He emphasized that "disabled people share the same physical and emotional needs as any others, and therefore should have the right to pursue them."
In order to decide who's entitled to use their services, Hand Angel first assess an applicant's level of disability. The person has to be recognized by the government as having a serious physical impairment, but can't be mentally disabled. Once they're cleared, the service is totally free, but each applicant can only receive three bouts of sexual stimulation.
Volunteers—the group of 10 people actually giving the handjobs—come from varied backgrounds; some are gay, some are straight, some are disabled, some are PhD students, some are social campaigners and some work in the media. It's made very clear to me that these volunteers only use their hands for second-base kind of stuff—that hugging, caressing, and kissing on the face are all fine, but anything penetrative (fingering, oral sex, vaginal sex, and anal sex) is not
When Hand Angel took Andy to the motel, the volunteer caressed him thoroughly and gave him a handjob. He described the intimacy being so intense that, for a minute, he believed he was in love. When our group was reported by the media and got lots of criticism, I saw Andy joined the public debate and argued with those [critical] internet users, trying to illustrate his opinions."
In Taiwan, where a discussion of sexuality is restrained by strict moral codes, there was also plenty of mockery leveled at Hand Angel. Internet users starting posting comments like: "Do they also offer 'Mouth Angels?'"; "I'm retarded; can I apply for Hand Angel service, too?"; and "Only three times in a lifetime?"
There even appeared to be negativity on an official level. The executive secretary of the Taipei United Social Wealth Alliance, Yi-Ting Hu, commented on the NGO, saying: "Speaking from personal opinion, I don't think we need to bring up disabled people's sexuality as an independent issue. There are more important and urgent problems we need to deal with. Don't you think if you advocate their sexual rights, it is like another form of discrimination?"
Of course, he seemed to only be proving Hand Angels' point; to suggest that advocating a disabled person's sexual rights is a form of discrimination is, first, patronizing in itself, and secondly, just completely bizarre—how is consensually receiving a handjob in any way discriminatory?
Andy summed it up: "I didn't feel I was the target of pity. The whole process was full of respect and equality. This might be deemed as controversial by society, but as long as you're willing to look into it, what we desire is no different from others. Just ask yourself: do you need to consult your parents before having sex?"

Ohio School District Approves 1.0 Minimim GPA For Student Athletes

Dayton Public School's Board of Education voted to change athletic eligibility for students Tuesday night.
Students will now have to have a 1.0 GPA on a 4.0 grading scale to be eligible to play. Those students with a GPA between 1.0 and 1.99 must enroll in the school's Athletic Academic Intervention Program for at least one calendar year and make 'satisfactory progress toward the established goal of a 2.0 GPA each academic quarter'.
They also said that students are allowed to participate in extracurricular activities if they have passed a minimum of five one-credit courses in the immediately preceding grading period, even if that student also earned a failing grade.
"That's what this plan is about," said Board of Education President Dr. Robert Walker. "It's ensuring that all of our students are excelling, especially those who are participating in extra-curricular activities."
The board approved the plan 4-1, with Adil Baguirov abstaining from voting. Joe Lacey was the only board member to vote 'no.' Lacey said he's in favor of more academic resources for low-performing students, but believes the bar would be set too low, and feared the change would be viewed negatively by the public.
"To bring them into the academic process and tell them they have to have a 'D' at least, I really don't think it's that much to ask of our students to keep a 'C' average."
The board didn't address whether the changes had anything to do with an ineligible Dunbar High School player, that led to Dunbar attempting to throw a game last season.
FOX 45's Shavon Anderson was told that the intention behind the change is to draw kids in who may be out on the streets and to increase the focus on education and tutoring.

Prosecutor considers charges against DPD officer
DETROIT - The Wayne County prosecutor is considering charges against a Detroit police officer who was captured on video making a rough arrest at a gas station at the end of May.
Local 4 obtained the video Wednesday, and there are many questions surrounding its contents. Police Chief James Craig isn't talking about the incident, but the altercation happened at the end of May.
The officer is on restricted duty as the prosecutor considers handing down charges.
"Don't you ever put your hands on me," an officer in the video says.
The video starts with two officers from the Detroit Police Special Operations Unit looking like they're about to arrest a man, but then they let him off the ground.
"Y'all touched me, bro," said the man filming the video.
"Let me tell you something, you walk up on me like that again," an officer said.
The man circles around the gas pumps, with his friend recording as the police officer followed him part-way around. Meanwhile, the cameraman talked with another officer.
When the man walked back into the gas station, the officer followed him inside. The video doesn't show what happened initially, but it captured the officer breaking out his Mace.
"You done just Maced him, bro," the cameraman said.
"I'm going to need you to back up," the second officer said.
The first officer then threw the man against a rack of food and put him down on the ground.
Police said the officer is now on desk duty awaiting word on what might happen with the investigation. Meanwhile, Local 4 showed the video to security analyst and former DPD veteran Lt. Tom Berry.
"First of all, the guy is Maced and he doesn't react whatsoever," Berry said. "If a guy is maced or Tased and he doesn't react whatsoever, usually that's an indication there are narcotics involved. Most police officers know that."
As for whether this was a legitimate use of force, Berry said he can't know for certain without knowing what happened before the video began.
"At that point, this guy is in custody," Berry said. "He has the right to use whatever means necessary to effect that arrest."
Berry said once the officer broke out the mace, the man was technically in custody, and the officer is within his rights to use force if necessary. He said it's up to the prosecutor to decide if the force was excessive.

Detroit cops go WWE on man just rying to buy cigarettes
A trip to a gas station to buy cigarettes turned into a night of terror for two Detroit men who say they were ambushed by two rogue police officers — including one who allegedly maced and body-slammed one of them "WWE-style."
But while the assault went down, the men claim, one of them caught it all on video.
In a lawsuit filed this week in U.S. District Court, Detroiters D’Marco Craft and Michaele Jackson are suing the City of Detroit and two 5th precinct officers, claiming they were harassed and physically attacked for no reason at an east side gas station in May.
Jackson, a 38-year-old bus driver with the Detroit Department of Transportation who claims to have a longstanding good relationship with police, said he never saw it coming.
"I went down WWE-style. I hit the racks with the Twinkies and the Ho Hos ... It was like a nightmare," Jackson said at a news conference today at his lawyer's office in Southfield. "I feared for my life."
Jackson said he never threatened the officers or made any physical contact with them, but was maced from behind while walking away and then thrown to the ground and beaten. He said he was placed under arrest that night and transported to an emergency room by ambulance for injuries — including bruises and cuts — sustained in the attack.
Detroit Police Chief James Craig said he has seen the plaintiffs' video of the incident and is concerned by it. However, he said, the gas station also has a video of the event and offers more details about what led up to the officer firing mace at Jackson.
"When you look at the store video, there is certainly more activity that led up to that," Craig said. "The suspect did take a swing at the officer. I could not tell if that swing made contact."
When asked if he was concerned about the officer spraying the mace after Jackson had walked away, Craig said: "That's a concern, I'll be candid. But I'm not prepared to make a decision."
According to Craig, Officer Richard Billingslea — the accused attacker — has been working a desk job since shortly after the gas station incident and is still getting paid. He said it's up to Wayne County Prosecutor Kym Worthy to decide if Billingslea engaged in any criminal activity that would warrant criminal charges.
Craig said that if Worthy decides not to bring charges, he will address the issue administratively. He said the police will release the gas station video later.
The other officer is Hakeem Patterson, who is accused in the lawsuit of standing by and letting the attack happen
Worthy's office said it has received a warrant request regarding only Billingslea, but that it has not yet made a charging decision.

The two officers were already at the gas station when he and Jackson arrived. Craft recognized Billingslea — claiming the officer had harassed him multiple times in the past year, including driving by his house and flipping him off in front of his mother. So when Craft saw Billingslea inside the gas station, he left to avoid any confrontation.
But the officers followed Craft out of the store, with one of them hollering out to him: " 'You aint' buying nothing today?"
Craft responded no "Cuz I know how you are. F--- you."
Craft said he suggested to his friend they go elsewhere for smokes.
Jackson saw no reason for that. So he went inside to buy his smokes. On his first attempt, Jackson claims he was tackled and thrown to the concrete face-first. On his second attempt, while at the counter, he claims he turned around and was maced in the face and eyes by Billingslea, who then threw him to the ground.
"Billingslea, without any warning whatsoever, then put his right arm around Mr. Jackson's throat and violently spun Jackson around and body-slammed Mr. Jackson to the floor," the lawsuit states. "Billingslea threw Mr. Jackson down to the ground so hard that Jackson was thrown at least 3-4 feet and landed on the floor after first slamming into a metal rack of Hostess treats, such as Snoballs and Dingdongs."
According to the lawsuit, police told Jackson he was going to be charged with resisting arrest. However, the prosecutor's office denied a request for an arrest warrant. To date, he has not been charged.
Craft, who was videotaping the incident, said the officers threatened to arrest him if he didn't hand over his phone and passcode — so he obliged. The officers then smashed his phone on the counter and threw it in a nearby trash can, but another officer later retrieved it, he said.
According to Craft, his phone was held in a police evidence room for one month before he got it back. The video of the gas station incident was not released.
Neither man has any criminal convictions, records show.
Craft described Billingslea as a vindictive officer who smiles when he harasses people. He said Billingslea once got in his face and did a karate-chop move, grinning as he did to intimidate him.
Attorney Ari Kresch, one of two lawyers representing the plaintiffs, lambasted the police department for keeping Billingslea on the job and accused the force of "protecting rotten apples."
"Why, why is Officer Billingslea still on the job?" Kresch said, disputing claims that Jackson fought the officers or resisted arrest.
"They've got to stop lying," Kresch said. "This investigation should take only 30 minutes."
Across the country, verdicts in police-brutality lawsuits range from tens of thousands of dollars to tens of millions of dollars.
On the higher end, a federal jury in Detroit awarded a $36.6-million verdict last November to a man who was beaten, dragged, had his face smashed into a wall and was tied down with a bag over his head inside the Genesee County jailhouse in Flint. A jailhouse camera captured the incident. The jury saw the graphic video and delivered the verdict, which is rare for this area.
In 1999, a jury in Chicago awarded a $28-million verdict in a police brutality case that involved two police officers who beat a man into a coma who also became paralyzed.
In 1992, the City of Detroit paid $5.2 million to the family of Malice Green, an African-American man whose beating death at the hands of two white police officers triggered a firestorm of controversy. Green was beaten in the head with a flashlight after refusing to open his hand and allegedly relinquish a vial of crack cocaine. The two officers, Walter Budzyn and Larry Nevers, were convicted in his death.
Kresch questioned why police won't show the plaintiffs the gas station video, noting he's asked for the video, but police won't give it to him.
Craig said releasing the video right now is premature.
Kresch said Craig is mishandling the case.
"It's a culture of backing up your officers," Kresch said. "The chief was reckless."
The lawsuit is seeking an unspecified amount of damages.
"The only thing that changes behavior is jail or money," Kresch said. "In this case, there should be jail and money."

Craft recognized Billingslea — claiming the officer had harassed him multiple times in the past year, including driving by his house and flipping him off in front of his mother. So when Craft saw Billingslea inside the gas station, he left to avoid any confrontation.
But the officers followed Craft out of the store, with one of them hollering out to him: " 'You aint' buying nothing today?"
Craft responded no "Cuz I know how you are. F--- you."
Craft said he suggested to his friend they go elsewhere for smokes.
Jackson saw no reason for that. So he went inside to buy his smokes. On his first attempt, Jackson claims he was tackled and thrown to the concrete face-first. On his second attempt, while at the counter, he claims he turned around and was maced in the face and eyes by Billingslea, who then threw him to the ground.
"Billingslea, without any warning whatsoever, then put his right arm around Mr. Jackson's throat and violently spun Jackson around and body-slammed Mr. Jackson to the floor," the lawsuit states. "Billingslea threw Mr. Jackson down to the ground so hard that Jackson was thrown at least 3-4 feet and landed on the floor after first slamming into a metal rack of Hostess treats, such as Snoballs and Dingdongs."
According to the lawsuit, police told Jackson he was going to be charged with resisting arrest. However, the prosecutor's office denied a request for an arrest warrant. To date, he has not been charged.
Craft, who was videotaping the incident, said the officers threatened to arrest him if he didn't hand over his phone and passcode — so he obliged. The officers then smashed his phone on the counter and threw it in a nearby trash can, but another officer later retrieved it, he said.
According to Craft, his phone was held in a police evidence room for one month before he got it back. The video of the gas station incident was not released.
Neither man has any criminal convictions, records show.
Craft described Billingslea as a vindictive officer who smiles when he harasses people. He said Billingslea once got in his face and did a karate-chop move, grinning as he did to intimidate him.
Attorney Ari Kresch, one of two lawyers representing the plaintiffs, lambasted the police department for keeping Billingslea on the job and accused the force of "protecting rotten apples."
"Why, why is Officer Billingslea still on the job?" Kresch said, disputing claims that Jackson fought the officers or resisted arrest.
"They've got to stop lying," Kresch said. "This investigation should take only 30 minutes."
Across the country, verdicts in police-brutality lawsuits range from tens of thousands of dollars to tens of millions of dollars.
On the higher end, a federal jury in Detroit awarded a $36.6-million verdict last November to a man who was beaten, dragged, had his face smashed into a wall and was tied down with a bag over his head inside the Genesee County jailhouse in Flint. A jailhouse camera captured the incident. The jury saw the graphic video and delivered the verdict, which is rare for this area.
In 1999, a jury in Chicago awarded a $28-million verdict in a police brutality case that involved two police officers who beat a man into a coma who also became paralyzed.
In 1992, the City of Detroit paid $5.2 million to the family of Malice Green, an African-American man whose beating death at the hands of two white police officers triggered a firestorm of controversy. Green was beaten in the head with a flashlight after refusing to open his hand and allegedly relinquish a vial of crack cocaine. The two officers, Walter Budzyn and Larry Nevers, were convicted in his death.
Kresch questioned why police won't show the plaintiffs the gas station video, noting he's asked for the video, but police won't give it to him.
Craig said releasing the video right now is premature.
Kresch said Craig is mishandling the case.
"It's a culture of backing up your officers," Kresch said. "The chief was reckless."
The lawsuit is seeking an unspecified amount of damages.
"The only thing that changes behavior is jail or money," Kresch said. "In this case, there should be jail and money."

The General Business Thread
Alright yall this is a spinoff from the Tax Implications thread that was started by @JonnyRoccIT . I made this thread to help out anybody who has general questions about getting started or going forward, legal matters in business, financing/banks/credit, how to find information, building websites, structure, taxation, business plans/proposals, investing, motivation - anything that has to do with running a business please ask the question here and me or @pralims will answer you promptly.
Anything that has to do with even supplying apps or anything for that matter that can help someone, anybody, somewhere do something easier or better will be greatly appreciated.
To kick things off I have put the topics in spoilers to make the O/P organized and easier to browse for mobile users.
Business Entity/Legal Structures
Sole Proprietorship
The simplest structure is the sole proprietorship, which usually involves just one individual who owns and operates the enterprise. If you intend to work alone, this structure may be the way to go. The tax aspects of a sole proprietorship are appealing because the expenses and your income from the business are included on your personal income tax return, Form 1040. Your profits and losses are recorded on a form called Schedule C, which is filed with your 1040. The "bottom-line amount" from Schedule C is then transferred to your personal tax return. This is especially attractive because business losses you suffer may offset the income you have earned from your other sources.
As a sole proprietor, you must also file a Schedule SE with Form 1040. You use Schedule SE to calculate how much self-employment tax you owe. In addition to paying annual self-employment taxes, you must make estimated tax payments if you expect to owe at least $1,000 in federal taxes for the year after deducting your withholding and credits, and your withholding will be less than the smaller of:
1) 90 percent of the tax to be shown on your current year tax return or
2) 100 percent of your previous year's tax liability.
The federal government permits you to pay estimated taxes in four equal amounts throughout the year on the 15th of April, June, September and January. With a sole proprietorship, your business earnings are taxed only once, unlike other business structures. Another big plus is that you will have complete control over your business--you make all the decisions. There are a few disadvantages to consider, however. Selecting the sole proprietorship business structure means you are personally responsible for your company's liabilities. As a result, you are placing your assets at risk, and they could be seized to satisfy a business debt or a legal claim filed against you.Raising money for a sole proprietorship can also be difficult. Banks and other financing sources may be reluctant to make business loans to sole proprietorships. In most cases, you will have to depend on your financing sources, such as savings,
home equity or family loans.
Partnership
If your business will be owned and operated by several individuals, you'll want to take a look at structuring your business as a partnership. Partnerships come in two varieties: general partnerships and limited partnerships. In a general partnership, the partners manage the company and assume responsibility for the partnership's debts and other obligations. A limited partnership has both general and limited partners. The general partners own and operate the business and assume liability for the partnership, while the limited partners serve as investors only; they have no control over the company and are not subject to the same liabilities as the general partners.
Unless you expect to have many passive investors, limited partnerships are generally not the best choice for a new business because of all the required filings and administrative complexities. If you have two or more partners who want to be actively involved, a general partnership would be much easier to form.
One of the major advantages of a partnership is the tax treatment it enjoys. A partnership does not pay tax on its income but "passes through" any profits or losses to the individual partners. At tax time, the partnership must file a tax return (Form 1065) that reports its income and loss to the IRS. In addition, each partner reports his or her share of income and loss on Schedule K-1 of Form 1065.
Personal liability is a major concern if you use a general partnership to structure your business. Like sole proprietors, general partners are personally liable for the partnership's obligations and debts. Each general partner can act on behalf of the partnership, take out loans and make decisions that will affect and be binding on all the partners (if the partnership agreement permits). Keep in mind that partnerships are also more expensive to establish than sole proprietorships because they require more legal and accounting services.
