Emanuel on hot seat as lawsuit seeks federal court oversight of CPD

In the wake of Mayor Rahm Emanuel backing off his pledge that the federal courts monitor reforms to the embattled Chicago Police Department, members of the group Black Lives Matter Chicago and other organizations have filed a lawsuit seeking federal court oversight of the department.

“For years and continuing to this day, the City of Chicago has employed a pattern and practice of excessive force that adversely affects all people in Chicago, but that disproportionately and intentionally targets black and Latino individuals,” according to the lawsuit filed Wednesday morning. “It is clear that federal court intervention is essential to end the historical and on-going pattern and practice of excessive force by police officers in Chicago.”

By alleging a “pattern and practice” of such behavior, the lawsuit seeks to establish that the department’s discrimination is systemic and not just a matter of separate incidents limited to specific individuals.

“The city continues to pay out tens of millions of taxpayer dollars each year as a result of its pattern and practice of police brutality,” the lawsuit states. “The city has proven that it would rather pay for its officers’ continued use of excessive force than remedy the underlying problems giving rise to the abuses in the first place.”

The lawsuit comes five months after the Justice Department issued a detailed report, based on a lengthy investigation that found widespread constitutional violations by Chicago Police.

“CPD officers abide by an ingrained code of silence and ‘warrior mentality’ wholly disconnected from the policies that exist on the books,” lawyers wrote in the lawsuit. “The ‘thin blue line’ reigns supreme. The city of Chicago has proven time and time again that it is incapable of ending its own regime of terror, brutality and discriminatory policing.”

University of Chicago law professor Craig Futterman, lead counsel for the plaintiffs, said Emanuel has shown through his actions that he is incapable of presiding over sustained change in the Chicago Police Department without the “hammer” of federal court oversight.

Futterman and other lawyers who helped bring the lawsuit accused Emanuel of trying to strike a “back-room deal” with the U.S. attorney general and said Chicago’s communities are trying to do what the Justice Department “doesn’t have the will to do.”

They also said they were girding for a long legal fight, doubtful that Emanuel would agree to a federal monitor.

Futterman and other lawyers who helped bring the lawsuit came together with some of the plaintiffs for a press conference Wednesday afternoon at the Northwestern University Pritzker School of Law. They accused Emanuel of trying to strike a “back-room deal” with the U.S. attorney general and said Chicago’s communities are trying to do what the Justice Department “doesn’t have the will to do.”

That’s why the lawsuit was filed so early, instead of attempting to negotiate with the Emanuel administration.

“This is the same mayor who, when Laquan McDonald was killed and for more than a year after, was committed to denial — the story of a justified police shooting — and fought for more than a year to hide the truth from the public,” Futterman said.

Futterman urged the mayor to enter into “a binding agreement with us” to negotiate federal court oversight. He called it the “same agreement” Emanuel made with former President Barack Obama’s U.S. Justice Department after the DOJ issued its scathing indictment of the police department days before Obama left office.

“To think that the people of Chicago who have been living this reality are going to trust a handshake deal between the mayor and Jefferson Sessions who say, ‘We got this’ is utterly crazy.”

Earlier this week, Illinois Attorney General Lisa Madigan joined the call for federal court oversight, culminating in the hiring of a federal monitor to ride herd over the Chicago Police Department and enforce reforms on a strict timetable, no matter the cost.

“I’ve seen over the years how important a consent decree can be to keep everyone and everything on track. Even very detailed plans for change bump up against resource constraints. And it’s necessary to have a federal judge to keep it moving,” Madigan told the Chicago Sun-Times.

At a news conference on Wednesday, Chicago’s corporation counsel said the lawsuit needs to be examined more closely but said, “We all agree that reform is necessary here, an independent set of eyes is necessary and transparency is key.”

Corporation Counsel Edward Siskel said he’d yet to review the entire lawsuit and was unable to comment on specifics.

“The substance of the reforms that we are all trying to achieve is not really in question,” Siskel said. “It is matters of process that we are discussing.”

Police Supt. Eddie Johnson added, “We are reforming and will continue to reform.”

Pressed on why the city was opposed to federal oversight, Siskel responded: “We are exploring different pathways to reform. There are different ways to achieve that independent set of eyes.”

Under a “memorandum of agreement” — which city attorneys are currently hammering out with folks from the Department of Justice — whoever is appointed to the monitor position would be charged with keeping the public informed on progress and have the ability to sue the city to enforce measures laid in the agreement.

I know we've seen threads like this before, but it's always million dollar shacks in boujie white neighborhoods. Don't get me wrong, this is a nice house, on a relatively quiet block, I'll give it that, but gentrification is real. You can't be lower middle class out here unless you're section 8, rent control, cramming into ya granny's house, or living in the desert somewhere. Median household income in Inglewood is like 40k a year, smh something is not adding up. No wonder the black population gets smaller every year.

Ayo @5 Grand, we're apparently missing many pieces of the puzzle we call life and we need your help.

After reading your response in that thread about that 1,000 kilos of coke being seized where you said the DEA is cool with coke being sold as long as it's uncut, I was like damn, what else are we missing?

So real talk, do what OGs in our society are supposed to do and put us on some game man.

First and foremost I need to know some vital information im missing about the manufacturing marketing and effects of both PCP and heroin fam.

Let's go IC, we need to consult the Oracle before it's too late

Just a simple question. We are the most powerful country in the world albeit we're looking hella trash globally right now.

We have major military bases everywhere except Africa. We have a stake in the natural resources all over the globe except Africa. Why?

The answer to that question may also be the cause of all of the problems black Americans face.

Are we really diagnosing our ailments as black Americans correctly?

Our issues extend far beyond police brutality, white entitlement and preservation of the confederate culture.

America has their hands in every pot. Why does the Government work so hard to conceal its involvement in African affairs?

Couple weeks ago went back and forth with a poster who was doubting the legitimacy of schools simply not giving a fuck if student athletes actually got educated...well now a school district has done this

Dayton Public School's Board of Education voted to change athletic eligibility for students Tuesday night.

Students will now have to have a 1.0 GPA on a 4.0 grading scale to be eligible to play. Those students with a GPA between 1.0 and 1.99 must enroll in the school's Athletic Academic Intervention Program for at least one calendar year and make 'satisfactory progress toward the established goal of a 2.0 GPA each academic quarter'.

They also said that students are allowed to participate in extracurricular activities if they have passed a minimum of five one-credit courses in the immediately preceding grading period, even if that student also earned a failing grade.

"That's what this plan is about," said Board of Education President Dr. Robert Walker. "It's ensuring that all of our students are excelling, especially those who are participating in extra-curricular activities."

The board approved the plan 4-1, with Adil Baguirov abstaining from voting. Joe Lacey was the only board member to vote 'no.' Lacey said he's in favor of more academic resources for low-performing students, but believes the bar would be set too low, and feared the change would be viewed negatively by the public.

"To bring them into the academic process and tell them they have to have a 'D' at least, I really don't think it's that much to ask of our students to keep a 'C' average."

The board didn't address whether the changes had anything to do with an ineligible Dunbar High School player, that led to Dunbar attempting to throw a game last season.

FOX 45's Shavon Anderson was told that the intention behind the change is to draw kids in who may be out on the streets and to increase the focus on education and tutoring.

Don’t get caught up in the hype that LaVar Ball and Big Baller Brand have racked up millions of dollars in sales of Lonzo Ball’s signature shoe. Even at $495 each.

The sneakerheads at Nice Kicks did some legwork to refute the rumors that Ball’s ZO2 Prime had sold 5,000 pairs in as little as four hours after its initial release. Like most internet rumors, that turned out to be bunk. Matt Halfhill over at Nice Kicks explained in a post how they figured out the number is much, much lower.

Basically, Halfhill ordered a pair a few hours before Chad Johnson ordered a pair and posted his confirmation email on social media. By Halfhill’s count, just 34 total transactions on the entire Big Baller Brand site had occured between those two orders, and that could have been for shirts, hats, and anything else there that isn’t a pair of very expensive shoes.

When another Nice Kicks staffer ordered a pair of shorts the next day, the transaction number simply didn’t account for thousands of shoe orders—there were just 328 individual purchases.

Out of the 328 transactions that happened on in the first 24 hours that the shoes were offered for sale, we tracked that a total of just 263 pairs of sneakers had sold in both signed and unsigned versions of the ZO2 Prime.

While we have no access to sales receipts, transactions or traffic data, we have been monitoring the inventory levels of the footwear listed on After noting the initial product levels at the start and deducting the current units sold, we can confidently say that 210 pairs of unsigned ZO2 Primes had sold (103 pairs in size 8.5 alone), along with 53 autographed ZO2 Primes.
While it’s tough to confirm anything here from a secondary source and incredibly unlikely the Balls are going to talk down rumors of big sales, the logic used by Nice Kicks here makes sense. And then there’s the big sales numbers that don’t match the actual sales thus far.

Not accounting for shipping or sales tax (that doesn’t appear to be properly applied to transactions anyways), the total revenue for footwear in the first 24 hours was $157,685, based on the numbers sold for signed, unsigned, and the larger sizes that are priced at an extra $200.

While $157,685 is an incredible amount of sales in one day, it is far from the $2.5 million that numerous outlets have reported today online.
It’s an interesting look at the reality of the shoe business, an industry the Balls are now going it alone in. Though opting not to sign with a major shoe company is clearly not a decision to take lightly, the Balls seemed forced to do so. Talks with Nike blew up and the pursuit of growing Big Baller Brand as a whole was sidetracked by talk of top tier price points. LaVar Ball wanted to package his three sons into a single billion-dollar shoe contract, and the companies that dominate the industry wanted nothing to do with it.

While the initial release on Thursday created a huge amount of Internet buzz—both good and bad—it didn’t immediately translate into massive sales. Like Stephon Marbury warned, it’s very difficult to grow a brand on your own. It’s easy to LaVar Ball to get people talking about him, his sons and their very expensive shoes, but actually convincing people to buy them takes a lot more than calling them “premium” and walking away.

Reports: Mueller Impanels Grand Jury In Federal Russia Probe

Robert Mueller, the special counsel overseeing the federal investigation into Russian interference in the 2016 election, recently impaneled a grand jury as part of the probe, several news outlets reported on Thursday.

The Wall Street Journal reported, citing two unnamed sources familiar with the matter, that the Washington, D.C. grand jury “began its work in recent weeks” and is separate from the one assisting with the probe into President Donald Trump’s former National Security Adviser Michael Flynn. The impanelment of that jury predated Mueller’s appointment as special counsel.

Reuters confirmed, citing two unnamed sources familiar with the matter, that Mueller convened a grand jury.

The empanelment of a new, separate grand jury reflects the scope of Mueller’s investigation into Russian meddling in the election and whether any members of Trump’s campaign colluded with Russia.

Reuters also reported that grand jury subpoenas were issued in connection with a meeting between Donald Trump Jr., the President’s eldest son, and a Russian lawyer.

Trump Jr. attended the meeting after he was promised damaging information on Hillary Clinton as part of a Russian government effort to aid his father’s campaign. It was not clear whether those subpoenas were issued by the grand jury Mueller impaneled.

as y'all are aware, we have been getting ready to move to a new platform. it's currently in beta form, and we're still working the bugs out, but u are all invited to check it out at:

in this platform, IC posters will truly be the Community of AllHipHop. the IC won't just be a different part of the main website, IC posters will be an integral part of the entire community. we'll be able to make threads off of articles, take articles from other sites and post em on ours, post gifs at will, have access to Twitter, FB, Snap, Youtube, and others, AND we have a dedicated team to customize for future projects.

with that said, there's been some technical issues here on the Vanilla platform that we're currently on. once the move is complete, posters will STILL be able to access this site, but it will be read-only (like the Forum of Fame currently is). as we make the transition though, there have been some issues on Vanilla. we apologize for the inconvenience, we've been tryna make this as smooth as possible.

    Serious question.

these are questions only for you to ask and answer yourself....some may apply and some may not.

I ask because whats stopping you from reaching your greatest point of potential....

do you not have anything to wake up and go to work for outside of paying bills with enough left over for some sneak...

do you wake up with a sense that you need to better than you was yesterday.

do you wake up and see if the chick you want to smash , texted you in the night..

do you look at yourself in the mirror and are happy with what you see or what you have become...

do you have or have you made any future plans..

where are you in your future plans? how far does your future plans go?

are they listed step by step with contingency plans or are they just dreams of something you want?

when was the last time you was proud you completed something, a task?

Are you aware of how your surroundings effect your thoughts?

whats your ringtone? what does it say about you?

Are you strong enough to block out the negative or must you be in the middle of drama to feel alive?

does you music you listen mostly consist of being in the club, fukk this bitch, i fukked a bitch, beat a nigga ass, im tough like Nigerian hair, alpha male, jumpman jumpman? do you understand how these lyrics effect your thought process and how you view the world?

When was the last time you heard or had an inspirational song in your rotation that didnt have nothing to do with getting illegal money or bagging a hoe?

speaking of hoes....are hoes appealing to you?..why?

if they are women who give themselves freely to any man, how is that attractive to you? regardless of how good she looks, do you think you deserve better? even if its just to get a nut, do you think you time is more valuable than to be laid up with a known cumrag.

Are you happy with your health?

are you happy with your body?

they say a man is only as good as his last challenge...what was your hardest challenge....when was the last real challenge. Are you ok with easy more than you are with hard?

Are you the smartest in your group or the dumbest?

are you a man of strong moral values and principle that cant be changed no matter whats in front of you?

are you a manager or you family or a leader?

do you push those around you to be better or are you ok with being the best and fukk the rest?.

Do you share your knowledge or do you keep it to have an advantage over those you hold close?.

do you make your family or does your family make you?

Are you goals something you would like or something you wont stop until you get ?

Are you living for today or planning for tomorrow?

Do you have a plan for your grandkids if your kids fukk up?

If you die tomorrow...will your family be able to move forward without struggles?

If someone asked a lil kid that knows you.....what do they see when they see you...what would they say?

Do you think your viewed as a person to be admired because you are not to be fukked with or a person to be admired because you have strong morals and ethics.

All these get you to ask yourself....who are you really.

are you the person you want people to see you as or the person you want to be or the person you think you are.

    you deserve your best you.

dont trust internet people ? ok,,, do you think an inperson broker can be trusted. they dip out with peoples money everyday.

those that are rewarded are those that take risks.
